Questions

Local Law 152 in Murray Hill, Gramercy & Stuyvesant Town.

  • Which buildings does Local Law 152 cover?

Every building with gas piping except those classified as one- or two-family homes (occupancy group R-3). That includes co-ops, condos, rentals, mixed-use and commercial buildings. Buildings with no gas piping file a certification, signed by a registered design professional or a Licensed Master Plumber, stating that instead.

  • Who is allowed to do the inspection?

A New York City Licensed Master Plumber, or a qualified individual working under one. We only refer inspections to independent Licensed Master Plumbers who file with DOB themselves.

  • What gets inspected?

Exposed gas piping from the point of entry through the building: meter rooms, cellars, boiler rooms, hallways and other public spaces. Piping inside individual apartments is not part of the inspection.

  • What happens after the inspection?

The plumber gives the owner a report (GPS1) within 30 days and files the certification (GPS2) with DOB within 60 days. If conditions needing correction are found, the plumber certifies the corrections to DOB within 120 days of the inspection, or 180 days if the original filing asked for more time.

  • What if we miss the deadline?

DOB can issue a civil penalty (listed by DOB as $5,000) for a missing certification. A late inspection is still far cheaper than the penalty, so if your district's deadline has passed, inspect and file now.

  • How much does an inspection cost?

It depends on the size of the building and the number of meters and risers. Small walk-ups are usually a few hundred dollars; large co-ops run into the thousands. Correction work, if any, is quoted separately and in writing.

Confirm your district on the NYC Planning map and your filing status on theDOB gas piping page. Manhattan Plumbing is a referral service of DF Consulting; inspections and filings are performed by independent NYC Licensed Master Plumbers.
