02 — How it works
From booking to a clean DOB record.
- 1
Inspection
A Licensed Master Plumber inspects exposed gas piping from the point of entry: meter room, cellar, boiler room, hallways and public spaces. Apartments are not entered.
- 2
GPS1 report, 30 days
The owner receives the inspection report, listing anything that needs correction.
- 3
GPS2 filing, 60 days
The plumber files the certification with DOB through DOB NOW, before your district's December 31 deadline.
- 4
Corrections, 120 days
If anything was flagged, it is quoted in writing, fixed, and certified to DOB within 120 days (180 with an extension).
03 — The rest of the compliance calendar
One call for the building's other plumbing obligations.
Gas restoration after a shutoff
When Con Edison or DOB shuts off gas, service only comes back after a licensed plumber repairs, pressure-tests and certifies the piping. We line up the work and the sign-offs.
Annual backflow testing
Buildings with backflow prevention devices must have them tested every year and the results filed with DEP.
Local Law 157 gas detectors
Residential buildings with gas need natural gas alarms in covered units. DOB has moved the deadline before, so we confirm the current date for your building.
DOB plumbing violations
Correction work, permits and the paperwork that clears the violation from the building's record.

04 — Questions
Local Law 152, answered.
Which buildings does Local Law 152 cover?
Every building with gas piping except those classified as one- or two-family homes (occupancy group R-3). That includes co-ops, condos, rentals, mixed-use and commercial buildings. Buildings with no gas piping file a certification, signed by a registered design professional or a Licensed Master Plumber, stating that instead.
Who is allowed to do the inspection?
A New York City Licensed Master Plumber, or a qualified individual working under one. We only refer inspections to independent Licensed Master Plumbers who file with DOB themselves.
What gets inspected?
Exposed gas piping from the point of entry through the building: meter rooms, cellars, boiler rooms, hallways and other public spaces. Piping inside individual apartments is not part of the inspection.
What happens after the inspection?
The plumber gives the owner a report (GPS1) within 30 days and files the certification (GPS2) with DOB within 60 days. If conditions needing correction are found, the plumber certifies the corrections to DOB within 120 days of the inspection, or 180 days if the original filing asked for more time.
What if we miss the deadline?
DOB can issue a civil penalty (listed by DOB as $5,000) for a missing certification. A late inspection is still far cheaper than the penalty, so if your district's deadline has passed, inspect and file now.
How much does an inspection cost?
It depends on the size of the building and the number of meters and risers. Small walk-ups are usually a few hundred dollars; large co-ops run into the thousands. Correction work, if any, is quoted separately and in writing.
